The 社区 和 组成服务 (CCS) Department's 使命是 assist constituents who may need help in connecting to county departments 和 services. The personnel collaborate 和 confer with County staff, 民选官员, 和 外部机构 to help address constituent matters. CCS staff conducts constituent casework to provide specific 和 detailed answers to questions in relation to county government operations.

In situations where the issue is not in the County’s jurisdiction, the CCS staff will research 和 refer constituents to appropriate 外部机构 for help. Constituent services activities can help make government more accessible 和 responsive to the public.

作为其使命的一部分, the CCS staff also conducts 和 participates in community outreach programs to educate constituents about Doña安娜县 programs, 倡议, 服务及资源. Attending meetings throughout the county, staff responds to concerns from the public, 外部机构, 和 discusses mutual interests of concern. The CCS staff create 倡议 to help better connect the county government to the constituents, educate on funding avenues, eng年龄 in animal welfare, 和 encour年龄 children to read. 

The CCS 经理 is also tasked with administering the county’s external 道德 和 Anonymous Reporting Hotline called 道德Point. The external 道德Point reporting platform is designed to provide employees 和 the public every opportunity to report allegations of violations of County 人力资源 Policies 和 Procedures.  道德Point is a third-party vendor 和 complaints can be submitted 24 hours a day, 一周七天.  The purpose of the 道德Point Hotline is to ONLY submit reports regarding allegations of violations stated in the County's 行为准则 和 人力资源 Policies 和 Procedures.

The CCS 经理 also receives complaints in the capacity of the County's Title VI Coordinator.  In adherence to Title VI of the Civil Rights Act of 1964, 联邦法律, Doña安娜县 assures that no person shall on the grounds of race, color, 国家的起源, 性别, 年龄, or disability be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any County program, 活动, 或服务.
